Healthcare Management Partners (“HMP”) served as the Court-Appointed Receiver and operating manager for Javelin Healthcare, a senior living organization comprised of five communities totaling over 600 beds in North Texas. The organization faced substantial operational and financial challenges, including liquidity issues, burdensome vendor contracts, overreliance on temporary staffing, and unresolved trust fund audits, all of which threatened the viability of the communities.

Cameran Jordan of HMP was appointed Receiver on April 5, 2023. HMP immediately assumed control of all cash and operating functions, providing direct financial and operational oversight to stabilize the organization. One of the first initiatives was a full review and renegotiation of existing vendor contracts across the communities. Many contracts were found to be unfavorable and unsustainable, and HMP worked quickly to align terms with market standards, delivering immediate cost relief.

To combat excessive use of temporary staffing and ensure regulatory compliance, HMP implemented a staffing analytics tool that allowed for real-time tracking of labor hours and nursing PPDs (Per Patient Day). This tool enabled the facilities to align staffing with both state minimums and industry benchmarks, significantly reducing dependency on contract labor and improving clinical continuity.

HMP also led the resolution of multiple trust fund audits, a critical step in reinstating Medicaid collections and ensuring regulatory compliance. In parallel, HMP partnered with Epstein Becker Green (EBG) and its internal operational management team to guide the engagement, ensuring strong coordination across legal, financial, and clinical dimensions.

These actions provided unprecedented clarity into the true financial position of each community. HMP’s restructuring and operational improvements led to a substantial reduction in costs, stabilization of day-to-day operations, and marked improvement in the financial health of the portfolio.

Key Learnings and Strategic Insights

  • Timely reconciliation of patient accounts is critical. Delays can significantly impact cash flow and Medicaid revenue, especially in facilities dependent on timely collections.
  • Clarity and management of vendor contracts are critical. Unfavorable or ambiguous contract terms can severely impact a community’s financial health, leading to unanticipated costs and operational inefficiencies.
  • A successful turnaround requires a team with both financial and operational expertise in healthcare. The complex nature of senior care and reimbursement demands fluency in both disciplines to ensure effective decision-making and implementation.
